ESS - Employee Self Service
Starting on October 13, 2024, an email from [email protected] will be delivered to your PSD email account. This email will contain your login credentials and detailed instructions for your initial sign-in process to the L.A. County Office of Education's Business Enhancement System Transformation (BEST) / Human Capital Management (HCM).
Welcome to Employee Self- Service (ESS)!
Palmdale School District implemented a new Human Resources and Payroll system provided by the Los Angeles County Office of Education (LACOE). This new system provides employees with easy, secure online access to view and download paystubs, view specific employee certification information, and Opt-in for electronic receipt of W-2s.
How Do I Get My Log-In Information?
Employees receive a welcome email from [email protected] with their username and password.
How Do I Log In?
- You can navigate to the BEST Portal Website using the URL bestportal.lacoe.edu or the button above. The welcome email also includes the link.
- Click Log in to Production.
- Enter the BEST username provided in your ESS welcome email. Click Next.
- Enter the password provided in your ESS welcome email. Click Sign in.
- At initial login, your BEST account will notify you to More Information is Required
prompt to add an additional layer of security to your account. Click Next. - A Microsoft Authenticator message will appear. You can choose an authentication app (Microsoft or
DUO Mobile authentication app) or a different method to authenticate and secure your account. - Follow and complete the steps of the chosen authentication method. A Success
Message will appear that summarizes your choice. Click Done after review. - Click the No button when asked if you want to stay logged in; this will keep your
account safe. - The BEST portal will open. Click Here to open your account.

- What does Employee Self-Service (ESS) Implementation mean to me?
Employees can view paystubs and W-2s online. However, beginning with the January 2025 payroll, paystubs for those who utilize direct deposit will only be available online. - When will I be able to view my paystub in the ESS portal?
Approximately three days before the issue date. - How will my pay stub look different?
The most significant difference will be in how your earnings will be displayed. Earnings will be more differentiated in ESS. - What login information do I use to log in to the ESS portal…will they be my PSD Windows or Google sign-in?
If you are not a current user of the BEST system, you will receive new credentials specific to accessing the ESS portal. If you have credentials, the ESS portal will be added to your available options after logging in. LACOE will issue the credentials. - When will I receive my credentials?
Current employees without credentials will receive an email from [email protected] on October 14, 2024. - Can I change my W4 form inside the Employee Self-Service (ESS) Portal?
All changes to W-4 forms will continue to be made through the PSD Payroll Department in person. - Do I need to resubmit my information for the direct deposit I currently have activated?
No additional action is necessary if you are currently set up with direct deposit. However, if you need to cancel your direct deposit or set up a new one, you must do this in person or via email with the Payroll Department. - Will stipends, extra duty pay, and overtime be paid in this new system?
All employee earnings will be paid from the HCM system. This includes all stipends, extra duty, overtime, etc. - How long does it take for a direct deposit request or W4 changes to process?
Should you begin or change direct deposit information, you will receive one paper check, and your direct deposit will take effect the following month. Changes to your W-4 information will depend on when the change request is submitted. - What does the ESS portal allow me to change?
Employees will be able to view paystubs and W-2s. - Is my personal information safe with the new HCM/ESS system?
