MISSION of the English Learner Program:

It is the mission of the English Learner Department to ensure high, rigorous standards for English learners and to encourage authentic parent involvement in their child’s education and their school’s governance.
 
The English Learner Department is part of the Palmdale School District Educational Services Division.  Our department addresses and monitors the programs and services for English Learners (EL). English Learners are students whose first language is a language other than English and who are not fluent in English upon entering a school in California. Federal and State law mandate programs and services for English language learners.

OBJECTIVES:

  • Increase awareness of the role of language and culture in learning.
  • Promote research-based, best practices and instructional strategies for use with English learners.
  • Encourage authentic parent involvement in their child’s education.
  • Provide and promote professional development opportunities.
  • Develop cultural competence.
  • Advocate bilingualism and Biliteracy.
  • Foster an environment appreciative of diversity and intolerant of racism.

MIGRANT EDUCATION PROGRAM

The Migrant Education Program (MEP) is authorized by Part C of Title I of the Elementary and Secondary Education Act (ESEA), and reauthorized under the Improving America’s Schools Act (IASA) of 1994. The general purpose of the MEP is to ensure that migrant students receive the skills and knowledge to enable them to achieve academic success. Migrant students are children whose parents’ primary source of income comes from seasonal labor such as agriculture or fisheries and who are impacted by a migratory lifestyle.
 
The Antelope Valley Migrant Education Consortium provides supplementary instructional and support services to eligible migrant children, pre-kindergarten through age 21. The consortium serves eight districts in the Antelope Valley and is part of Region X, which serves 38 of the 94 school districts in Los Angeles County, including a County sponsored Juvenile Court and Community School (JCCS).
The Antelope Valley Migrant Education Program provides supplementary instructional and support services to eligible migrant students, pre-kindergarten through age 21.
Migrant students are children whose parents' main source of income comes from seasonal labor such as agriculture or fisheries, and who because of this are impacted by a migratory lifestyle.
 
The following school districts are participating in the Antelope Valley Consortium: Eastside School District, and Keppel School district, Lancaster School District, Palmdale School District, Acton-Agua Dulce School District, Westside Union School District and Wilsona School District.
It is the belief of the Migrant Education Program staff that migrant children are among the neediest in our area. Therefore, it is our goal to provide quality supplementary educational and support services to these migrant children and their families to help them obtain academic success that will result in a successful future. Our staff has been and continues to be committed to planning and executing a variety of innovative programs and services for our students. These programs and services are planned taking in consideration the students’ academic, linguistic and social needs. Every effort is made to coordinate and share resources within the Consortium, as well as with agencies and organizations within the community to enrich the quality of the instructional and support services being offered.
 
We are pleased to share the successes, challenges and dreams of the Antelope Valley Migrant Education Program.
MEP ANNUAL STUDENT ART EXHIBIT:
Students participate in a Showcase Event at the end of the Migrant Education school session in which parents, teachers, District Administrators, and interested community members view the finished projects in a setting to give recognition to the students who have completed their project goals.
 

MEP ANNUAL STUDENT CONFERENCE:
The MEP Annual Student Conference offers students in grades 4-8 the opportunity to gain important information through workshops that focus on the importance of continuing education into the university level. The conference features workshops in areas of technology, art, critical thinking, health, and university requirements.
 

MEP ANNUAL PARENT CONFERENCE:
The MEP Annual Parent Conference offers participants the opportunity to gain vital information and develop leadership skills. The conference features workshops in areas of leadership on topics ranging from Programs for English Learners to Helping Your Child Prepare for College. Other workshops center on health education and art.
Guest speakers have included: NASA, Migrant Artist Eleazar Martinez, Artist/Author Simon Silva, Regional Migrant Director Lupe Mendoza and Regional Parent Facilitator Carmela Diaz.
 
 
ANNUAL TOY DISTRIBUTION:
The MEP Annual Student Conference offers students in grades 4-8 the opportunity to gain important information through workshops that focus on the importance of continuing education into the university level. The conference features workshops in areas of technology, art, critical thinking, health, and university requirements.
 

THANKSGIVING BASKET DISTRIBUTION:
Through the collaboration of St. Stephen’s Church and Pastor Berry, over 50 food baskets are distributed during the Thanksgiving holiday.
The Migrant Education program provides emergency care to needy children, including vision, dental, and hearing screening, dental clinics, remediation and emergency health services, and health education prevention. Our program coordinates these services with local and regional community agencies.

Supplementary Saturday School and summer classes for students in grades Pre-K through 8th are available for families with children ages 3 through 21. In addition to educational services, nutrition, and transportation are available. Students who qualify for the program receive supplemental educational services according to their academic needs in Language Arts, Mathematics and Reading.
